EU grey list must not let tax havens ‘off the hook’

By Tom Carnegie, 6 Dec 17

Oxfam has warned that the EU grey list of non-cooperative jurisdictions for tax purposes should not be treated as a way of letting tax havens “off the hook”, as those named try to get to grips with the implications of their inclusion.

Commitment to change

The 47 jurisdictions on the grey list have promised the EU they will address certain deficiencies by the end of 2018.

Toomas Toniste, finance minister of Estonia, which currently holds the EU Council presidency, has emphasised that jurisdictions can be added or taken off either list in the future.

“This is not just a one-off process,” Toniste says. “We will regularly review and update the list in the years to come. Our aim is to ensure that good tax governance becomes the new norm.”

The grey list includes:

  • Albania
