HMRC powers worrying for taxpayers

Concern has been raised about the lack of effective safeguards in place for taxpayers, as HM Revenue and Customs continues to develop broader powers to seek payments.
Quasi-judicial powers
According to the report, “a potentially more serious problem” is that some of the new powers give HMRC quasi-judicial powers and could prevent taxpayers accessing justice.
“They make the financial risks of appeal so great that even taxpayers with strong cases may not be prepared to risk going to court,” it notes.
